Origins
Current certification system is Soviet in origin but was mandatory for a large number of products in 1993. The list of products requiring mandatory certification has been expanded since.

Harmonization.
Russian certification system is unique and is not harmonized with other European and international standards.

International parallels and equivalents
Since the system is not harmonized, the equivalent norms one can find are approximate.

Benefits of certification
In essence your product certificate is your passport to the entire Russian market. Without having obtained certification first you may not export your product to Russia, no Russian entity may be able to import it, in many cases you would not be able even to ship sufficient quantity of samples to your perspective agent or to your own subsidiary and, in strictly legal terms, you are not allowed to offer your product for sale or seek distributors for it without having ascertained that the product may indeed be sold in Russia. The latter can only be accomplished by obtaining proper certification. This above only applies to products requiring mandatory certification in Russia.
