List of Products and Product Categories Requiring Mandatory Certification in Russia (Russian Federation)

Although Russian law states the contrary, many Russian agencies demand that individuals or companies they deal with prove that they are not guilty before being considered innocent (here the presumption of innocence principle is reversed: one is considered guilty until proven otherwise). Hence even if a product does not require certification, the manufacturer and the importer must prove so to the customs, normally by submitting a Refusal Explanation Letter issued by the government’s certification body, which in essence is a certificate certifying that no further certification and hence no additional certificates are needed. We know it sounds Kafkaesque but that yet have to explain the customs officials what Kafkaesque means.

The general rule is:
All food products and beverages must be certified
All preparations or ingredients used in food, beverage, cosmetic or perfumery industries must be certified.
All health aids must be certified.

In brief anything one would put in his or her mouth, apply on the skin or hair, or use anywhere in the household would have to be certified.

Therefore all consumer goods must be properly certified.
